Site managers' call to action to the World Heritage Committee
World Heritage site managers call for inclusive and effective Reactive Monitoring process.
18 site managers from across the globe met at UNESCO Headquarters, Paris, to participate in the 7th edition of the World Heritage Site Managers’ Forum. Organized in conjunction with the 47th session of the World Heritage Committee, this edition of the Forum was dedicated to the theme “Enhancing engagement in the World Heritage Reactive Monitoring process”. The Forum brought together site managers for capacity-building and networking at an international level.
The Forum also provided a valuable opportunity for the World Heritage Committee and Observer States Parties to hear site managers’ voices. Site managers are the ones on the ground, often in challenging conditions and putting their lives at risk, who possess firsthand knowledge of site management realities. On 8 July 2025, the site managers representing the Forum participants delivered their statement to all 21 Committee members. It sets a roadmap for enhancing the site managers’ central role in ensuring a more inclusive and effective Reactive Monitoring process: engaging a wide range of actors, raising awareness on the duties set out by the Convention and placing local communities and Indigenous Peoples at all stages of the process.

The Forum was supported by the Republic of Bulgaria and the Republic of Azerbaijan. The Republic of Ireland, the Republic of Korea and ICCROM provided travel grants to selected participants. The site visits were organized thanks to the Association of French World Heritage sites, City of Paris, and Fondation Le Corbusier.
